I'm afraid I can't tell you much history on Vex drums. This is the first one I've ever seen. It looks like a very nice quality drum in near new condition with no issues.
Early/mid-2000s VEX Pro Vented snare featuring an unusually heavy 20-ply maple shell with multiple oversized vent holes. The thick shell and extensive venting were designed for a very immediate, dry and aggressive response.
