It seems to be an aftermarket cone (stamped 37934, in white).
As to whether the voice coil was replaced, I don’t know as this was in my Uncle’s collection of stuff (Big Time into JBLs) The voice-coil would not have been replaced if it was still good.
Speaker is missing the back emblem plate, (typical of speakers that are legitimate JBLs but loaded into certain vintage speaker cabinets.)
I’m not sure if the dust cap was replaced or if it is stock. I’ve seen a number of LE 10s with THE SAME dust cap. Dust cap is the least important component anyway.
